Our Purpose

Our Story
Founded in 1994 by Stephen Clark and Marc Lowry, two leaders who shared a vision for a better way to serve hospitals navigating the complexities of state and federal reimbursement. Drawing on experience in California state government and hospital associations, they created a firm that bridges the gap between healthcare policy, finance, and operations.
In its early years, SCA specialized in cost reporting, regulatory interpretation, and expert representation in reimbursement matters. That precision and technical depth became the firm’s hallmark—earning the trust of hospitals, associations, and policymakers.
By the late 2000s, SCA had grown beyond consulting. At the request of several California district hospitals, the firm founded the District Hospital Leadership Forum (DHLF) in 2009 — creating a unified voice for independent public hospitals and helping them access critical Medi-Cal funding streams previously out of reach. Since then, SCA and DHLF have worked together to strengthen California’s safety-net hospitals, securing millions in federal support for rural and community healthcare providers.
