Nathan Davis is the Managing Director at SCA Consulting and serves as Senior Vice President of Finance Policy for the District Hospital Leadership Forum (DHLF). He specializes in helping hospitals and other health care providers navigate complex Medi-Cal supplemental payment programs, including the Hospital Quality Assurance Fee (HQAF) and managed care directed payments. Nathan works closely with state officials and provider leadership to ensure that providers receive the full funding to which they are entitled. His collaboration with multiple states has resulted in the creation of new payment programs and an additional half a billion dollars in annual revenue for his clients.
Before joining SCA, Nathan served as Vice President of Finance for the California Children’s Hospital Association (CCHA) for seven years. In this role, he developed finance policy, analyzed the effects of proposed legislation, and guided hospitals on reimbursement challenges.
Care Services (DHCS), where he was Policy Advisor to the Deputy Director of Health Care Financing. He led the state’s successful transition to a Diagnosis Related Group (DRG)-based reimbursement system for hospital acute care services and oversaw numerous supplemental payment programs, including Medi-Cal DSH, HQAF, and the private hospital supplemental fund.
Earlier in his career, Nathan was appointed by Governor Arnold Schwarzenegger to the California Medical Assistance Commission (CMAC) as a senior negotiator. He also worked with the Department of Health Care Access and Information as a Senior Loan Specialist in the Cal-Mortgage Loan Insurance Program, where he made loans totaling over fifty million dollars, evaluated hospital and other health care provider financials, turnaround strategies, and credit risk for the state insurance committee.
Nathan holds a B.S. in Finance with a minor in Economics from California State University, Sacramento.
