Robert Ducay is an accomplished healthcare executive with nearly 20 years of experience in Medicaid policy, finance, and executive leadership. He currently serves as Senior Manager at SCA Consulting, where he works with clients from across the Medi-Cal delivery system navigate ever evolving federal and state Medicaid reimbursement policies and develop strategies to maximize financial opportunities and limit exposure from financial headwinds.
Robert previously served as Senior Director of Fiscal Policy and Strategy at Partnership Health Plan of California serving as the lead financial policy expert and provider network payment strategist to the Chief Financial Officer. He also held leadership roles at the California Hospital Association as the lead of Medi-Cal hospital financing policy, where he directed negotiations on more than $50 billion in supplemental hospital payments. He also served as the Assistant Deputy Director of Health Care Financing at the California Department of Health Care Services, where he helped lead four divisions in the design, development, and implementation of complex Medi-Cal financing policies across all provider types. Robert also served as the Assistant Secretary over the Medi-Cal program at the California Health and Human Services (CHHS) Agency.
Robert is recognized for his ability to perform detailed analytics and combine that with deep institutional knowledge from across the delivery system in order to bridge complex policy with practical operational strategies and creative solutions. Robert having worked for the state regulator, a provider association, and a health plan is widely regarded across state government and the care continuum and brings a unique and global perspective to challenges and their solutions.
