David Vance is a Director with SCA Consulting. He has over 25 years of healthcare financial experience, specifically with the Medicaid and uninsured populations. David is a leading expert in identifying, analyzing, and reporting data for the Medicaid Disproportionate Share Hospital (DSH) program, in addition to other supplemental payment funding mechanisms.
Relative to Medicaid DSH, he provides hospitals with years of experience and expertise working with state officials, such as the Department of Health Care Access and Information (HCAI), Department of Health Care Services (DHCS), other agencies, and key hospital staff to ensure that hospitals qualify for and receive their appropriate level of funding. Collectively, he helps facilities achieve more than $200 million in funding annually. He provides hospitals with direction and focus of the key data elements used in deriving eligibility, cost, and payment components of the program. In addition, he works with health insurance plans to ensure claims are being reported correctly to DHCS.
Mr. Vance also works with individual hospitals to analyze their Financial Assistance Programs (FAP) and help implement changes to adhere to ongoing changes in charity care related law. He also provides hospitals with consultation regarding charity care policy, practice, and procedures to ensure compliance with HCAI accounting and reporting requirements. David has a deep understanding of the flow of a patient’s stay, from the creation of a patient record through to the various outside reporting.
Prior to joining the firm, David was the Finance Manager of Daniel Freeman Hospitals, Inc. Mr. Vance has a BS in Finance from Brigham Young University, Utah and an MBA from Pepperdine University, California.
