Jeff Clark has more than 20 years of experience in healthcare finance and serves as a Director at SCA Consulting. He specializes in hospital data review and analysis that supports eligibility and funding determinations across a wide range of reimbursement programs, including AB 113, AB 915, Medi-Cal Disproportionate Share Hospital (DSH), Quality Incentive Program (QIP), and Rate Range Analysis. His expertise ensures hospitals receive the funding they qualify for through careful data validation, corrections, and reporting.
Jeff also advises clients on the Hospital Quality Assurance Fee (HQAF), analyzing data used to calculate hospital fees and reviewing the key data elements reported to the Department of Health Care Access and Information (HCAI). His work includes detailed audits of source data to support accurate reporting and compliance, with particular focus on HQAF’s “directed payment” and “passthrough payment” components. He collaborates closely with health plans and the Department of Health Care Services (DHCS) to maintain data integrity and ensure reporting accuracy.
In addition to his program expertise, Jeff oversees SCA Consulting staff responsible for preparing HCAI hospital accounting and disclosure reports. He frequently serves as a liaison between hospitals, HCAI, DHCS, and SCA Consulting, assisting with cost center determinations, reporting requirements, and audit responses. Jeff also manages the firm’s support for state audits of hospital disclosure reporting and related practices.
Beyond program administration, Jeff provides guidance on special financial and operational projects, including reviews of accounting processes, patient accounting systems, and general ledger alignment to improve accuracy in financial reporting.
He earned his B.S. in Finance from California State University, Sacramento.
