Kevin Seeley is an experienced healthcare finance and reimbursement strategist with over 18 years of progressive responsibility supporting California’s public and district hospitals. He is responsible for reimbursement analysis and modeling of facilities statewide under the Disproportionate Share Hospital (DSH) and Hospital Quality Assurance Fee (HQAF) programs, facilitating access to hundreds of millions in supplemental funding. Skilled in compliance reporting to the Department of Health Care Access and Information (HCAI), state reporting, and policy alignment, he combines strategic foresight with deep technical and operational expertise.
Kevin is responsible for facility DSH evaluation and subsequent qualification. He works with client hospitals to ensure maximizing reimbursement strategy while remaining in regulatory compliance. Additionally, he oversees preparation and submission of Annual Financial Disclosure Reports for HCAI. He works on the state audits of these reports addressing data questions and issues related to hospital accounting and reporting practices. He has established a rapport with both HCAI staff and hospital clients to ensure that the reports are prepared with accuracy to reduce the level of audit issues during the State review process.
In addition, he also assists on special projects of a financial nature that utilize HCAI data. These projects include analysis and interpretation of hospital reporting trends and ensuring consistency between quarterly and annual HCAI figures.
