Ryan Witz is an accomplished healthcare executive with more than 15 years of experience in Medicaid policy, finance, and hospital leadership. He currently serves as Senior Manager at SCA Consulting and Executive Director of the District Hospital Leadership Forum (DHLF), where he leads federal and state reimbursement policy on behalf of California’s 33 district and municipal hospitals, including rural and critical access facilities.

Ryan previously served as Executive Director of Medicaid Finance at Kaiser Permanente, acting as Medi-Cal CFO for California and Hawaii. He also held senior leadership roles at the California Hospital Association, where he directed negotiations on more than $50 billion in supplemental hospital payments, and at the California Department of Health Care Services, where he helped design and implement complex Medi-Cal financing policies.

Recognized for bridging complex policy with practical operational strategies, Ryan has presented at more than 50 national conferences, hospital boards, and policy forums and is widely regarded as a trusted voice in Medicaid reimbursement and hospital finance.
